Employment In Emergency of Certain Officers and Men of the Mercantile Marine in the event of Ships of the Mercantile Marine, being temporarily Commissioned as Ships of H.M. Navy

Whereas Your Majesty was pleased by Your Order in Council of the 19th day of January, 1886, to sanction the payment of such rates of remuneration for Officers and men of the Royal Naval Reserve and Mercantile Marine, when employed in vessels of the Mercantile Marine temporarily commissioned as Ships of Your Majesty's Fleet, as may be determined by us with the consent of Your Majesty's Treasury and the grant of temporary acting Commissions in Your Majesty's Royal Naval Reserve to persons not belonging to the Reserve, who volunteer in times of emergency for service in Ships so commissioned.

And whereas we are now of opinion that it is no longer necessary to issue such Commissions, as the terms of the agreement, which such persons sign, place them under the Naval Discipline Act, which confers all necessary powers for dealing with them in matters of discipline.

We beg leave to recommend that Your Majesty may be graciously pleased by your Order in Council to cancel the powers conferred on us by the before-mentioned Order in Council, and in place thereof to authorise us in an emergency to employ certain Officers and men of the Mercantile Marine on the following terms :

In the event of Ships of the Mercantile Marine being temporarily commissioned as Ships of Your Majesty's Navy, to engage Officers and men for service in such Ships, on such terms and with such remuneration as we may with the consent of Your Majesty's Treasury deem, to be expedient.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
