"Northumberland" Recreation Fund Established

Whereas we have had under our consideration the question of establishing a Recreation Fund on board Your Majesty's Ship "Northumberland," so long as she is used for the reception of newly entered stokers for the Royal Navy, to assist in providing recreations in the Reading Room, Out-door games, sports, entertainments, and other comforts for the young Stokers undergoing training in that Vessel :

And whereas we are of opinion that such a Fund would materially add to the comfort and physique of the men whilst under training for Your Majesty's Navy.

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the establishment of a Fund with an initial grant of Twenty-five Pounds, and a capitation allowance of One Shilling per annum for each of four hundred Stokers Second Class undergoing training.

The arrangements for managing the Fund to be similar to those laid down in the Regulations for the training of Boys for the Royal Navy in respect of similar funds in Boys' Training Ships.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
