Captains in Charge of Fleet Reserves - Payment of Command Money at rate of 12s. per day

Admiralty Order in Council No. 46.

27 February 1899.

A.G.

Whereas it has been found necessary to revise administrative arrangements at the Home Ports by placing the Fleet Reserves in the charge of Captains borne as additional on the books of the General Depots at their respective ports.

And whereas these Captains being borne as additional and not in command of a ship, are, under the regulations for the government of Your Majesty's Naval Service, only entitled to Command Money at the rate of 5s. a day.

And whereas the responsibilities devolving upon these officers are such as, in our opinion, justify the award of Command Money at the rate of 12s. a day.

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction payment accordingly from the date of first appointment to the new posts, viz. : -

To the Captain of the Fleet Reserve at :-

Portsmouth

From 11 May 1898.

Devonport

Chatham

From 27 Jan. 1899.

We would further recommend that the arrangement by which an allowance of 125 a year in lieu of servants is at present paid under Your Majesty's Order in Council of 17 March 1888 to the Captains of the Dockyard Reserves at Portsmouth, Devonport, and Chatham, be extended to the Captains of the Fleet Reserves at the same three ports from the dates of first appointment, power being reserved to us, at our discretion, if quarters are provided for a Captain of the Fleet Reserve, to pay the allowance to another Captain at the same port, unprovided with quarters.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

N.P. 317 / 1899.
