Periodical re-adjustment of the Number of Captains and Commanders entitled to Higher Rates of Full and Half-pay between 1st January 1899 and 1st January 1910, and Service qualification for half-pay abolished for both ranks

Whereas by Your Majesty's Order in Council of the twenty-second of February, 1870, as modified by Your Majesty's Order in Council of the ninth of August, 1872, the list of Captains in Your Majesty's Navy was fixed at a maximum of one hundred and fifty, with the following scale of full and half pay, viz. : -

Full Pay. Half Pay.
  A day. A day.  
  s. d. s. d.  
The first 60 1 13 0 16 6 Subject to certain conditions as to service.
The next 60 1 7 6 14 6
The remainder 1 2 6 12 6 Including those not possessing the qualifying service for the higher rates.

And whereas by Your Majesty's Order in Council of the twenty-second of February, 1870, the scale of Half Pay to Commanders was fixed as follows : -

  A day.  
  s. d.  
The first 100 10 0 Subject to certain conditions as to service.
The remainder 8 6 Including those not possessing the qualifying service for the higher rates.

And whereas by Your Majesty's Order in Council of the twenty-ninth of November, 1898, a gradual increase in the list of Captains and Commanders was sanctioned in order to raise the maximum of those ranks to two hundred and forty-five and three hundred and sixty respectively.

And whereas it is desirable that the gradual increase in the lists should be accompanied by a proportionate increase in the number of officers eligible for the higher rates of full and half pay, so as to maintain the principle of dividing the Captains' list into three equal classes for full and half pay, and the Commanders' list into two equal classes for half pay.

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the periodical readjustment of the scales of pay in the manner set forth in the subjoined schedule : -

We would further recommend that the service qualification for half pay for both Captains and Commanders be abolished as from the first of January 1899.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
