Whereas by Your Majesty's Order in Council of the Twenty-sixth day of November 1897, revised Regulations were consolidated and established for Officers of the Royal Naval Reserve :
And whereas we are of opinion that it is desirable to introduce certain alterations and additions in the Regulations :
We would therefore humbly recommend that Your Majesty may be graciously pleased to sanction the following proposal, viz.: -
To cancel the present Article 86, and substitute -
A Sub-Lieutenant who has undergone twelve months' training in the Royal Navy in that rank (confirmed) and has received the qualifying certificate for training and very good certificates for conduct and ability, will be eligible for promotion provided he-
-
- is over twenty-five years of age,
- possesses an Extra Master's Certificate for Foreign-going Steamships, and
- obtained not lower than Second Class certificates for Gunnery and Torpedo.
or

- has one year s service as First Mate, or two years as Second Mate or First and Second Mate combined, in a British Ocean-going Passenger Steamer, and
- possesses an Extra Master's certificate for Foreign-going Steamships.
2. Other Sub-Lieutenants will be eligible for promotion provided they -

- have served for one year in that rank in command of a British Steamship of one thousand five hundred tons or Sailing Ship of one thousand tons gross tonnage, and
- obtained a test certificate in Gunnery.
or

- have served in that rank as First Mate of a British Ocean-going Passenger Steamer for two years,
- possess an ordinary Master's certificate, and
- have obtained a test certificate in Gunnery.
