Whereas considerable difficulty is experienced in obtaining trained men in sufficient numbers for the rating of Cooper in Your Majesty's Navy :
2. And whereas we are of opinion that, in order to meet the requirements of the Service, it is desirable to train Boys in Your Majesty's Home Victualling Yards especially for this rating:
3. We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the entry of Boys on Ships' Books under the designation of Boy (Cooper) and their training in the Victualling Yards under the age of 18 years, when they will be drafted to sea as Coopers' Crews ; and further that during this period of Instruction they should not be provided with lodging or subsistence, nor be required to wear Uniform, and should be paid 1s. a day, or 6s. a week, increasing by 4d. a day, annually up to a maximum of 1s. 8d, a day, or 10s. a week.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
