Promotion of Staff Surgeons to Rank of Fleet Surgeons

Whereas by Your Majesty's Order in Council of the first of April 1881 it was laid down that the rank of Fleet Surgeon shall be granted to Staff Surgeons only who have completed twenty years Full Pay service in your Majesty's Navy, and whereas we are of opinion that this rule does not work satisfactorily as it frequently happens that such promotion of Staff Surgeons is delayed from circumstances entirely beyond the Officer's control.
We humbly beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council, to sanction that in future the promotion of Staff Surgeons to the rank of Fleet Surgeon shall be governed by the following rule : -
"Subject to the approval of the Admiralty, rank as Fleet Surgeon will be granted to Staff Sturgeons at the expiration of eight years from the date of promotion to Staff Surgeon, provided they are recommended by the Director-General of the Medical Department, and have not declined service except for reasons which in the opinion of the Admiralty are satisfactory ; the change to take effect from the first of October 1899."
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal
