Increase of pay to Officers temporarily discharging duty of Naval Instructors in Ships

Whereas under Clause 2 of Article 1420 of the Regulations for the government of Your Majesty's Naval Service, Navigating or other officers are, in ships where no Naval Instructor is borne, entitled to receive the tuition allowance of Five pounds a year ordinarily paid to a Naval Instructor by each Acting Sub-Lieutenant, Midshipman, or Naval Cadet, instructed ;
And whereas we are of opinion that this is not sufficient remuneration in the case of the officers temporarily discharging the duty of Naval Instructor in addition to their ordinary duties ;
We most humbly beg to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction as from 23rd February 1899 an allowance of Two shillings and sixpence a day (in addition to Tuition Allowance) to such Navigating or other officer, who may be directed to perform the duties of Naval Instructor in Ships, where a Naval Instructor is allowed but not borne.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence herein.
