Amendment of the Regulations governing the Retirement of Naval Instructors

Whereas we are of opinion that it is desirable to amend the Regulations governing the retirement of Naval Instructors so as to admit of the retirement of such Officers at an earlier age than at present in force, we would humbly submit that Your Majesty will be graciously pleased to sanction the following alterations in, and additions to, the provisions of Your Majesty's Order in Council of 22nd February, 1870 : -

1. Officers to have the option, with the approval of the Admiralty, of retiring on the following scale, viz, :

  1. After 12 years' service with a Gratuity of �1,200 :
  2. After 16 years' service with a Gratuity of �1,600 :
  3. After 20 years' service, with retired pay under Your Majesty's Order in Council of 22nd February, 1870.

2. Officers entering subsequent to the date of Your Majesty's Order in Council to be retired compulsorily after 55 years of age.

And whereas it seems to us desirable that in the case of Naval Instructors who enter subsequent to the date of Your Majesty's Order in Council, and who are found to be inefficient, and unsuited for their special duties, provision should be made for their retirement during the first twelve years of their service :

We humbly submit that Your Majesty will sanction their retirement on the following Gratuities : -

Under 3 years' service Nil
Over 3 years' service 328 10 0
Over 5 years' service 383 5 0
Over 8 years' service 438 0 0
Over 11 years' service 492 15 0

We would further humbly recommend that Chaplains who enter subsequent to the date of Your Majesty's Order in Council, and whose conduct of their clerical duties may be unsatisfactory during the first twelve years of their service, be retired with Gratuities on a similar scale, and further, that the provision of Your Majesty's Order in Council of 1870, sec. 3, clause 1, which relates to retirement for non service, may be modified by the substitution of 3 years for 5 years.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
