Whereas under the Regulations for the government of Your Majesty's Naval Service, certain ratings in Your Majesty�s Fleet are debarred from special advancement owing to their not having the service qualification required in cases of ordinary routine promotion :

We therefore beg leave humbly to submit that Your Majesty may be pleased by Your Order in Council to confer upon us the power to specially advance any rating, in such cases as we may consider warrant special promotion for distinguished conduct, notwithstanding any rule as regards qualifying service which may be required by existing Regulations.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
