Subsistence Allowance to Officers Afloat for Absences on Duty of over 5 hours

Whereas we have had under our consideration the Allowances for subsistence granted to Officers in Your Majesty's Navy when absent from their Ships on Service ;
And whereas we are of opinion that the existing regulations which require an absence of 9 hours before an Officer can be compensated for expenses on account of meals whilst detained on duty on shore during daytime, entails a disadvantage which should not be inflicted upon Officers engaged in the execution of their public duties ;
We beg leave to recommend that Your Majesty will be graciously pleased to sanction, by Your Order in Council, an allowance, calculated on the basis of one-fifth of the Subsistence Allowance now established for an absence of 24 hours, to all Naval Officers necessarily absent on duty from their Ships for a period exceeding five, but not exceeding nine, hours ;
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
