Whereas by Your Majesty's Orders in Council of 17 November 1888 and 7 August 1894 certain regulations were established for the entry and employment of Surgeons and Assistant Paymasters for Temporary service in Your Majesty's Navy in time of war or emergency, and

Whereas these officers are required to provide themselves with necessary uniform at their own expense, we beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction (in lieu of this arrangement) the payment of an Equipment allowance of Twenty pounds to each Officer accepted for service.

The Lords Commissioners of Your Majesty's Treasury have signified their assent to this proposal.
