Cancelling Regulations under which Honorary Rank is confirmed upon Registrars, Assistant Registrars and Deputy Registrars and sanctioning proposal to grant Commissions as Staff Paymasters, Pay Masters and Assistant Paymasters in R.N.R. under certain conditions


Admiralty Order in Council No. 103

15 May 1900.

Whereas by Your Majesty's Orders in Council dated the third day of May 1882, and the sixteenth day of May 1893, We are authorised to grant Commissions as Honorary Paymaster and Honorary Assistant Paymaster in the Royal Naval Reserve to such of the Registrars, Assistant Registrars and Deputy Registrars as We may consider deserving of distinction.

And whereas We are of opinion that it is desirable to grant a higher rank than that of Paymaster to Registrars of long experience at important Ports, and to facilitate the promotion of Assistant Paymasters as a reward for long and approved Service,

And whereas We are of opinion that the grant of " Honorary " Commissions conveys a wrong impression as to the position of the Officers in connexion with the Royal Naval Reserve.

We beg leave to recommend that Your Majesty may be graciously pleased by your Order in Council to cancel the Regulations under which Honorary Rank is conferred, and to empower Us to grant at Our discretion Commissions as Staff Paymaster, Paymaster and Assistant Paymaster in the Royal Naval Reserve to such of the Registrars, Assistant Registrars and Deputy Registrars as We may consider deserving of distinction, and who are recommended by the Board of Trade under the following conditions ; namely : -

  1. I. As Staff Paymaster. - To Paymasters of the Royal Naval Reserve of not less than forty years of age, who are stationed at the Chief Ports of the United Kingdom, and have served ten years as Registrars or Assistant Registrars,
  2. As Paymaster.

    1. To Registrars or Assistant Registrars of not less than thirty years of age who have ten years' combined service as Registrar or Assistant Registrar, and Deputy Registrar, five years of such service to be as Registrar or Assistant Registrar.
    2. To Assistant Paymasters of the Royal Naval Reserve who are considered to be specially deserving of advancement, provided -

    That they have served as Registrar or Assistant Registrar at important ports ;

    or

    That they have attained twelve years' seniority in their present rank.

    As Assistant Paymaster. - To Registrars, Assistant Registrars, and Deputy Registrars of not less than twenty-five years of age, who have five years service as such.

  3. Officers ceasing to serve as Registrar, Assistant Registrar, or Deputy Registrar to be placed on the Retired List of their respective ranks in the Royal Naval Reserve; but to be at our discretion re- instated on the Active List should they at any time again hold such Office.

  4. Officers at present on the lists of Honorary Pay-masters and Honorary Assistant Paymasters to receive Commissions as Paymasters and Assistant Paymasters respectively.
