Changes in the Regulations under which Captains and Commanders are appointed for Instruction at Royal Naval College, Greenwich

Whereas we consider it desirable to introduce certain changes in the regulations under which Captains and Commanders of Your Majesty's Navy are appointed for instruction at the Royal Naval College, Greenwich, by which the study of Naval Strategy and other technical subjects connected therewith will be compulsory :
And whereas by Your Majesty's Order in Council of the 11th day of August, 1 884, certain regulations were established under which not more than five Captains and five Commanders out of those studying at the College could be placed on full pay, the remainder being on half pay :
And whereas it is considered desirable to offer inducements to Officers to undergo the course, it is therefore proposed to place all those attending it on full pay, the full pay to be, as heretofore, at the lowest rate for the respective ranks, without Command Money, and also to allow them to count their period of study as " service " under Your Majesty's Order in Council of the 19th day of May. 1899.
We beg leave humbly to recommend that Your Majesty may be pleased by Your Order in Council to sanction the foregoing proposals, to take effect from the 1st day of October, 1900.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence.
