Employment of Retired Naval or Army Medical Officers to conduct Medical Examination of Recruits at Birmingham, Glasgow, and Nottingham, and Revised Scale of Fees to Civil Practitioners or Surgeons and Agents of Sick Quarters for similar Duties

Whereas we are of opinion that it is desirable that Candidates for the Royal Navy or Royal Marines presenting themselves at recruiting stations at a distance from naval depots, should so far as practicable, be relieved of the obligation at present imposed upon them of submitting to a double medical examination, viz., first by a civil practitioner at the place of recruiting, and subsequently, before final acceptance by a naval medical officer at a naval depot :

And whereas we are of opinion that the best substitute for the present system would be a final medical examination conducted by a retired Naval or Army Medical Officer at the place of recruiting :

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the employment of retired Naval or Army Medical Officers on this duty at Birmingham, Glasgow and Nottingham, each with a non-pensionable allowance of �100 a year, power being reserved to us, subject to the concurrence of the Lords Commissioners of Your Majesty's Treasury, to extend this system to other places.

We would further recommend that in those cases in which it may still be necessary to employ Civil Practitioners or Surgeons and Agents of Sick Quarters for the primary examination of recruits, the following scale of fees shall be paid in lieu of that at present in force, viz : -

  s. d.
For each candidate examined 2 6
For each candidate passed and not finally rejected on medical grounds, a further sum of 2 6

These proposals to take effect, as regards the allowances to retired Officers, from 29th May 1900, and as regards the new scale of fees to Civil Practitioners and to Surgeons and Agents, from the date on which the new regulations are promulgated;

We would represent to Your Majesty that the Secretary of State for War concurs in the proposed regulations as regards the employment of Army Medical Officers, and that the Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
