Acting Appointment as Staff Surgeon granted to Officers not duly qualified, under certain circumstances

Whereas under the provisions of the Regulations for the government of Your Majesty's Naval Service, Surgeons who have not passed the qualifying Examination for the rank of Staff-Surgeon are not eligible to hold Acting Appointments in that rank;
And whereas we are of opinion that exception to this rule should be made in the case of Surgeons who, having completed the necessary eight years' qualifying service, have, through the exigencies of Your Majesty's Service, not been afforded an opportunity of passing the Examination in question ;
We beg to recommend that Your Majesty may be pleased to approve of the Regulations being altered accordingly ; and that the alteration may take effect from the 1st April 1900 ;
The Lords Commissioners of Your Majesty's Treasury have approved of this proposal.
