Whereas the Regulations and Instructions for the government of the Royal Navy were established by an Order in Council of Her late Majesty, bearing date the nineteenth day of May, 1899, and were published in a book designated " The Queen's Regulations and Admiralty Instructions " :

We would humbly submit to Your Majesty that these Regulations and Instructions remain in force, subject to any modification sanctioned by Orders in Council of Her late Majesty, but that the designation of the book be changed to "The King's Regulations and Admiralty nstructions."
