Whereas by Orders in Council of Her late Majesty bearing date the 2nd February 1884 and the 31st December 1886 directions were given for a gratuity of ten shillings to be paid to Coast Guards Station Officers and others for each Artificer, Stoker, or Boy raised by them and accepted for the Royal Navy, and by a further Order in Council bearing date the 17th November 1888 it was directed that a similar gratuity should be paid for men of various other ratings required, raised and accepted in times of emergency :

And whereas it is found desirable to grant this gratuity in other cases :

We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to empower us to pay the gratuity of ten shillings at all times, to all authorised recruiters, except those in receipt of a consolidated allowance for the work, for any rating required, raised and accepted for Your Majesty's Navy,

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposals.
