Whereas by an Order in Council of Her late Majesty bearing date the second day of February 1899, Her Majesty was graciously pleased to sanction arrangements being made for Senior Engineers and Engineers of the Royal Naval Reserve to undergo a course of Instruction lasting three months at one of the Home Ports, in the types of machinery in use in Ships of the Royal Navy :

And whereas we are of opinion that the system of training thus instituted should be extended to Assistant Engineers of the Royal Naval Reserve.

We therefore humbly beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of the courses of Instruction instituted by Her late Majesty's Order in Council above referred to, being extended to Assistant Engineers of the Royal Naval Reserve, these Officers the following rates of pay and allowances whilst ��.the classes, viz. : -

at eleven shillings per diem each Lodging Allowance ��..Provision Allowance at four shillings per diem each��..Allowance at one shilling per diem each.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
