Whereas under the provisions of the Order in Council of Her late Majesty, bearing date the twenty-second day of February 1870, Commanders retired from that rank may, by our permission, rise one step in rank, if before retirement they have served the time to qualify them for promotion ;

And whereas we deem it to be expedient to grant a step in rank on retirement to Commander The Honourable Seymour John Fortescue, C.V.O., notwithstanding that be has not served the necessary time to render him qualified.

We would humbly submit that Your Majesty may be pleased to approve of an exception to the provision as regards service being made in this Officer's case to enable us to grant him the rank of Captain from the date of his being placed on the Retired List.
