Allowance of 1s. a day to Lieutenant employed on Gunnery Duties not in possession of Special Certificate in Gunnery

Whereas by the regulations for the government of Your Majesty's Naval Service no Lieutenant can receive an allowance for charge of the Gunnery duties of Your Majesty's Ships unless he possesses a certificate from one of the Naval Gunnery Schools, and whereas there is a temporary dearth of officers holding such certificates, owing to the growth of Your Majesty's Fleet rendering it difficult to spare officers from the Service afloat to pass through the Gunnery Schools..

And whereas it has become necessary to place in charge of the Gunnery duties of Ships Lieutenants who possess no special certificate in Gunnery.

We therefore most humbly beg to recommend that Your Majesty may be graciously pleased to ordain by Your Order in Council that any Lieutenant when performing the duties of a Gunnery Lieutenant in a Ship in which such an officer is allowed but not borne shall receive an allowance of One shilling a day being the lowest rate of allowance payable to a Lieutenant holding a Gunnery certificate.

The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.
