Changes in Classification of Gunnery and Torpedo Ratings, and in Allowances payable to various Ratings

Whereas great difficulty has been experienced in training a sufficient number of Seamen in Your Majesty's Navy for Gunnery and Torpedo Ratings :
And whereas we, having fully considered the circumstances, are of opinion that this difficulty will best be remedied by a more complete separation of the Gunnery and Torpedo Branches, involving the establishment of a new rating to be called Second Captain of Gun; by the revision of some of the existing titles of Gunnery and Torpedo ratings, and by a modification of the conditions under which all non-substantive ratings are paid :
And whereas we are also of opinion that it is desirable to consolidate existing regulations affecting non-substantive Signal Ratings, Gymnastic Instructors and Non- Commissioned Officers and Men of the Royal Marines serving afloat with Gunnery qualifications :
We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council, to sanction the following proposals : -
1. That the designation and allowances of the ratings in question shall be :-

| Qualified in the Higher Standard, Allowance to Chief Yeomen of Signals, Yeomen of Signals, Second Yeomen of Signals, Leading Signalmen and Qualified Signalmen, subject to the condition that the allowance shall not be paid to more than thirty per cent, of the total Signal Staff |

| Gymnastic Instructors. |
| Allowance to Seaman Class Petty Officers or men qualified to act as Gymnastic Instructors in ships in which the rating is allowed, namely, in mastless ships, in harbour ships, and in General Depots |

2. That the above rates shall be payable subject to the provision that a man holding the rating of Captain of Gun (or a Higher Rating) at the date of the introduction of these regulations (see section 4) is to be rated and paid from that date as Second Captain of Gun (in addition to other Gunnery Allowances), that is, if not entitled under existing regulations to be paid the allowance at equal rate laid down for Seaman Gunner Torpedo Men (Seamen Torpedo Men, new rating).
3. That the Petty Officers and men holding the non-substantive ratings specified in Section 1, shall receive the pay for such ratings continuously, whether in performance of the duties or not, and that Non-Commissioned Officers and Men of the Royal Marines holding the Gunnery ratings set forth in Section 1 shall similarly receive continuous payment while borne for service afloat, whether in performance of the duties attached to the rating or not.
4. These proposals to take effect from the first day of April 1901.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposal.
