Re-employment in the event of War of Officers who have resigned their commissions, but who may volunteer for service

Whereas we are of opinion that the power under which Retired Officers of Your Majesty's Navy may be re-employed in the event of War or Emergency should be extended so as to apply to others, formerly in Your Majesty's Navy, who have been allowed to resign their Commissions but who may volunteer for service :

We beg to recommend that the Commissions of such who may be selected for employment in the event of War or Emergency may be restored, and that Officers who may at a future date be allowed to resign from Active Service, and who are not eligible to be placed on the Retired List, may be allowed to retain their Commissions, provided they volunteer for employment in the circumstances mentioned, and are considered suitable :

It is proposed that the restoration or retention of Commissions, should not carry pay, pension, or promotion whilst Officers are unemployed.

We also beg leave to recommend that we may be authorised, with the consent of the Lords Commissioners of Your Majesty's Treasury, to frame such rules to govern the employment and remuneration of these Officers as may be necessary from time to time.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence herein.
