Whereas under the provisions of the Orders in Council of Her late Majesty, bearing date the seventeenth day of February 1886, and the twenty-ninth day of June 1900, certain seniority is required to qualify for promotion Officers holding the ranks of Paymaster and Staff Paymaster and Chief and Staff Engineers ;
And whereas we are of opinion that provision should be made for advancement on account of meritorious service of Officers of such ranks who may not have attained the prescribed seniority, but who are otherwise qualified :
We would humbly recommend that Your Majesty may be pleased to authorise us to promote at our discretion, Officers in the circumstances named.
We would also recommend that Your Majesty may be pleased to approve of this modification of the Regulations taking effect from the ninth day of November, 1900, so as to meet the cases of certain Officers whose services during the War in South Africa, and during the recent disturbances in China have rendered them in our opinion worthy of promotion.
The Lords Commissioners of Your Majesty's Treasury have concurred in this arrangement.
