Whereas we have had under consideration the risk and discomfort and possible danger to health entailed upon those officers arid men who may be selected for service in the Submarine vessels now in course of construction for use in Your Majesty's Navy.
2. And whereas we are of opinion that the exceptional nature of the Service can best be recognised by the offer of some pecuniary advantage by way of compensation.
3. We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council, to sanction the following scale of allowances, viz. : -

The allowances to be established as from 1st September, 1901, and the conditions of payment to be at our discretion.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
