Reduction in Age Limit of Candidates for Artificer Engineer

Whereas by Her late Majesty's Order in Council bearing date the eighteenth day of May, 1897, the qualifications for the newly-established warrant rank of Artificer Engineer were laid down as follows : -
To be selected from Engine-room Artificers, or Chief Engineroom Artificers, of at least 10 years* confirmed service, who are not less than 35 years of age and have passed the prescribed Examination :
And whereas we are of opinion that reduction of the limit of age and qualifying service for promotion would secure men more qualified for the duties which the position demands :
We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the withdrawal at the present minimum limit of age, i.e., 35, and the reduction of the limit of confirmed service from 10 years to 8, which will render an Engine-room Artificer eligible for promotion at a minimum age of 29, and place this Class of Warrant Officer on an equal footing as regards age with other Warrant Officers in Your Majesty's Navy.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposed?.
