Whereas we have had under our consideration the existing system of Gymnastics as followed in Your Majesty's Navy :
And whereas we are of opinion that, in order to maintain the physical development of the Officers and men of Your Majesty's Fleet, the present system should be revised and extended :
We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals with that object, to come into force on the first day of April 1902 :-
I. The appointment of a Commander as Superintendent of Gymnasia, and of one Lieutenant of the Royal Navy and two lieutenants of Royal Marines as Inspectors of Gymnasium, with two shillings and six pence a day each as a special allowance in addition to the full pay of their rank.
II. The grant of an extra allowance of six pence a day and the rating of Petty Officer First Class to men who may in future be rated Gymnastic Instructor after qualifying, and to present Gymnastic Instructor on requalifying, if desirable men to retain in the rating.
III. Any man receiving the new allowance of six pence a day not to be allowed to hold any Gunnery or Torpedo rating higher than " Qualified in Gunnery."
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
