Increase of Salary to D.G. of Medical Department : assigning Titles to the Medical Officers serving on the Staff of that Department : amending Regulations for special promotion to Staff Surgeon and improving the Full Pay and Allowances of Medical Officers

Whereas we are of opinion that it is desirable to increase the Salary of the Director General of the Medical Department of the Navy ; to assign titles to the Medical Officers serving on the Staff of that Department ; to extend the Regulations governing special promotion to the rank of Staff Surgeon ; and to improve the full pay and allowances of Medical Officers of Your Majesty's Navy:
We beg leave humbly to recommend that Your Majesty will be graciously pleased by Your Order in Council to sanction the following Regulations - the same to take effect from 1st April 1902.
Salary of the Director General of the Medical Department of the Navy :
The existing Salary of �1,000 a year fixed by Order in Council of 27th June 1832 for the Physician of the Navy (the title formerly assigned to this appointment), and the present House Allowance of �300 a year, to be replaced by a consolidated Salary of �1,700 a year (including House Allowance).
Medical Staff assisting the Director General of the Medical Department of the Navy :
The Deputy Inspector General of Hospitals and Fleets, and the two Fleet or Staff Surgeons, serving on the Staff of the Medical Department, to be styled Deputy Director General and Assistants to the Director General, respectively.
The emoluments of these appointments to remain the same as heretofore, subject to the issue of Hospital Allowance, as specified herein, to the two Fleet or Staff Surgeons.
Special Promotion to the Rank of Staff Surgeon:
The existing: regulations as to special promotion to the rank of Staff Surgeon to be supplemented by the following provision : -
A Surgeon who has held an appointment as House Surgeon to a civil general hospital containing 100 beds or over for a period of not less than six months may, if recommended for his Naval service, be specially promoted to the rank of Staff Surgeon, and may be granted, at our discretion, from 6 to 12 months acceleration of promotion according to the time he has held his appointment as House Surgeon in such Hospital.

Consolidated Salary |
Hospital Allowance.
The payment of a consolidated Salary to Inspectors General of Hospitals and fleets to entail the discontinuance of the Hospital Allowance hitherto granted to Officers of that rank.
The two Fleet or Staff Surgeons employed at the Medical Department of the Admiralty, and the Fleet or Staff Surgeon employed at the Royal Naval Rendezvous in London, to be paid the Hospital Allowance of their rank, viz. : - �53 a year, as set forth in Appendix XVII. of the Regulations for the government of Your Majesty's Naval Service, instead of the ordinary allowance in lieu of provisions which they have hitherto received.
Charge Pay.
The Inspectors General of Hospitals and Fleets in charge of the Royal Naval Hospitals at Haslar and Plymouth, to be granted an allowance of 10s. a day as charge pay in recognition of the importance of the duties which they are called upon to perform.
The Allowance to be also granted to the Officer holding the corresponding position at the Royal Naval Hospital at Chatham after the completion of the new hospital at present in course of construction.
Flag Allowance.
The provisions of Article 1432 of the Regulations for the government of Your Majesty's Naval Service, under which Fleet or Staff Surgeons are only eligible for flag allowance when serving in ships carrying the flags of flag officers (or the broad pendants of Commodores) in command of stations, to be extended so as to authorise, at our discretion, payment of flag allowance of 2s. 6d a day to the Senior Medical Officer (being a Fleet or Staff Surgeon) in ships carrying the flags of flag officers (or the broad pendants of Commodores) who are not in command of stations.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
