Entry of a limited Number of Volunteers as Temporary Assistant-Paymasters - To provide a reliable Reserve of Accountant Officers in time of War or Emergency

Whereas we have had under our consideration the necessity for providing a reliable Reserve of Accountant Officers to reinforce the Active List in time of War or Emergency :
And whereas we are of opinion that the present sources from which additional Accountant Officers would be supplied in such time of emergency are inadequate for the purpose :
We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following Scheme for the formation of a substantive Reserve of Accountant Officers, viz. : -
- I The entry of a limited number of Volunteers, between 20 and 30 years of age, from amongst eligible Clerks of Banks, and other Business Firms, such volunteers to be designated Temporary Assistant Paymasters, and to be retained on the list until they attain the age of 36, when they would be discharged, unless borne for service under the conditions contemplated.
- II In time of Peace such Temporary Assistant Paymasters to undergo a Course of Training in the system of keeping accounts, for a minimum period of 14 days, and a maximum, in any one year, of one month, at the Naval Depots or on board Port Guard or Coast Guard Ships; and to receive, whilst under training, pay at the rate of 5s. a day, with Victualling and Quarters, or allowances in lieu of 1s. 6d and 3s. 6d. a day respectively, and travelling expenses to and from their Ships or Depots.
- III In time of War or Emergency the Officers entered under this system to serve under the conditions laid down in Her late Majesty's Order in Council of 7th August 1894; and to take priority over any untrained Temporary Assistant Paymasters entered under that Order.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
