Time of Sir H. Rawson and two of his Staff while employed m Australia to be counted as on Full Pay

Whereas the appointments of Vice Admiral Sir Harry Holdsworth Rawson, K.C.B., to be Governor of the State of New South Wales and its Dependencies in the Commonwealth of Australia, of Fleet Paymaster W. H. Rowe, R.N., as his Secretary and of Major H. W. L. Holman, RM., as his Aide-de-Camp, have necessitated the removal of these officers to the Half Pay Lists of Your Majesty's Naval and Marine Forces ;
And whereas the regulations do not permit of time on half pay being counted as full service for Naval purposes ;
And whereas we are of opinion that the appointment, of a Naval Officer to be Governor of a Self-governing Colony is attended by circumstances of so exceptional a character as to justify a modification of the general rule in so far as the above named Officers are concerned ;
We beg leave therefore to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the proposal that the time of these Officers in the appointments specified shall count in full for all Naval purposes.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
