Appointment of Harbour Master at Portland responsible for Boom Defence, &c. - With an allowance of �100 in addition to usual emoluments

Whereas we are of opinion that an Officer of Your Majesty's Navy should be appointed as Harbour Master of Your Majesty's Port at Portland, to be responsible for the following duties, in addition to his duties as Harbour Master, including care of Moorings : -

  1. Charge of the Boom Defence.
  2. Work in connection with the Torpedo Range, so far as it relates to the duty of Harbour Master.
  3. Charge of the Prize Firing Targets.
  4. All coaling arrangements and charge of coaling plant afloat.

And whereas we consider that in view of these duties the Officer appointed as Harbour Master should receive an allowance of One hundred Pounds per annum, in addition to the emoluments payable under existing Regulations.

We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction this allowance, to take effect from the first day of September 1902.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
