Whereas in 1897 a number of Probationary Assistant Engineers of Your Majesty's Navy were entered one month before the usual date, viz., on first June 1897, instead of on first July 1897, owing to their services being required at the Naval Review held in that year, and consequently they were confirmed in the rank of Assistant Engineer with seniority of first June 1898, instead of first July 1898.
And whereas, under the Regulations, such of these Officers as obtained First Class Certificates would pass over, on promotion. Assistant Engineers of the previous year who obtained Third Class Certificates, which would be contrary to custom and unfair to the Senior Officers
We therefore beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction such Assistant Engineers with seniority of first July 1897 as obtained Third Class Certificates being promoted to the rank of Engineer on completion of four years and eleven months full pay service, instead of five years, as required by |�resent regulations.
The Lords Commissioners of Your Majesty's Treasury have concurred in this proposal.
