Extra pay to Navigating Parties

Whereas under the Regulations for the government of Your Majesty's Naval Service (Article 1490, clause 3, class 1), it is laid down that extra pay is to be paid to parties of Officers and men -
" When employed in navigating a ship in or for the Reserve, from one port to another, to commence the day following that on which they cease victualling on board their own ship, and to end the day previous 40 that on which they return to their own ship " :
And whereas we are of opinion that the conditions enacted herein require amendment :
We beg humbly to recommend that Your Majesty will be graciously pleased by Your Order in council to sanction the substitution of the following regulation for the foregoing, viz. : -
*' When employed in navigating, from port to port, ships in or for the Reserve, Dockyard craft, and such other vessels as the Admiralty may direct, extra pay to be payable from the time the parties leave their own ship till they return."
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
