Establishment of an Auxiliary Royal Naval Sick Berth Reserve

Whereas we are of opinion that it is necessary to establish an Auxiliary Royal Naval Sick Berth Reserve in order to provide a supply of men for service in Your Majesty's Navy in time of war or emergency, the organisation of the Reserve to be arranged at the outset by a retired Inspector General serving under the existing regulations in regard to retired officers voluntarily re-employed :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the formation of such a Reserve by the enrolment of men belonging to the St. John Ambulance Brigade, being a branch of the Ambulance Department of the Order of the Hospital of St. John of Jerusalem in England, to St. Andrew s Ambulance Association in Scotland, and to their Associations, or other men qualified in our opinion to belong to the Reserve :
We would further recommend that the pay and allowances of and for the Reserve, while under training and when called up on mobilisation, be as set forth in the subjoined schedule.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Auxiliary Royal Naval Sick Berth Reserve.
Regulations as to Pay and Allowances.
I. After enrolment the reservists will be permitted to attend an advanced course of instruction in first aid and nursing. They will not receive any payment for such attendance, but the charges in respect of the instruction will be paid by the Admiralty.
II. Reservists who pass through the course referred to in Section I. will be permitted to undergo a course of training at a Royal Naval Hospital or Sick Quarters or at a Civil Hospital, or in a Ship of War.
For attendance at a Hospital on this account a reservist will
receive -
- If joining for continuous training,
Pay 2s. 6d a day
Allowance for food and quarters, if not victualled 1s, 6d, a day
and repayment of travelling expenses
- If attending for instruction of two hours' duration, pay, for each attendance 1s., up to a maximum of 14 attendances, and repayment of travelling expenses.

Charges for instruction at Civil Hospitals will be borne by the Admiralty.
Reservists undergoing training on board a Ship of War will receive -
|
If joining for continuous training,

Provisions, i.e., naval victualling, or an allowance in lieu of 1s, 0d, a day
and repayment of travelling expenses
If attending for instruction of two hours' duration, pay, for each attendance 1s., up to a maximum of 14 attendances, and repayment of travelling expenses. |

The Chief or other Sick Berth Steward, giving the instruction will be entitled to a fee of 2s. 6d. for each reservist, whether under (a) or (b).
III. As a rule the reservists will be inspected annually, and for attendance at the inspection they will receive -

IV. When called out on mobilisation the reservists will receive pay as follows : -

Senior Reserve Attendants, i.e., those who have passed a course as specified in Section II. |

Junior Reserve Attendants (being the members of the Reserve who have not passed a course under Section II.) |
3s. a day. |
These rates of pay will be increased by 6d. a day after six
months' service, and each reservist employed in a Ship of War
will receive extra pay at the rate of 1s. a day (continuously).
In addition to pay as above the reservists will be entitled to -
Provisions, fuel and lights in kind, or an allowance in lieu of 1s. 6d. a day.
Quarters, or an allowance in lieu of 1s. a day.
A free kit, if employed in a Hospital Ship or a Man of War.
A free kit or an allowance of �2 10s. in lieu, if employed in a home or foreign hospital.
Bed and bedding (on loan) or an allowance of �1 in lieu, if employed in ships or hospitals.
Travelling and subsistence allowances under the terms of the regulations for the Royal Naval Reserve (men).
Pensions or gratuities for wounds or injuries on service under the regulations applicable to any corresponding rating of the permanent Sick Berth Staff of the Royal Navy in regard to similar wounds or injuries.
A gratuity of �5 on discharge in addition to any special war gratuity to which the permanent Sick Berth Staff of the same rank may become entitled.
Widows and children of men killed, drowned, or dying from wounds or injuries received, or disease contracted, during warlike operations, will be granted pensions or allowances under Order in Council 26th September 1901.
