Sanctioning Payment of Allowance to officers performing duties of Masters of the Fleet

Whereas we have had under our consideration the pay and position of Officers of Your Majesty's Navy who may be called upon to serve in appointments as Masters of the Fleet :
And whereas we are of opinion that, in view of the importance of the duties of this post, an Officer, while holding such an appointment, should, if not already in receipt of Flag Allowance, receive an allowance of 5s. a day, and that this should be paid in addition to the Command Money of 5s. or 2s. 6d. a day payable respectively to a Captain or a Commander appointed for "special service" :
We beg leave humbly to recommend that Your Majesty will be graciously pleased, by Your Order in Council, to sanction payment of this allowance as from the first day of April 1902 :
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
