Naval Officers appointed Governors of self-governing Colonies and of Naval and Marine Officers on Staff - Time to count as Full Pay Time

Whereas Your Majesty was graciously pleased, by Your Order in Council bearing date the 11th August 1902, to sanction the half pay time of Vice-Admiral Sir Harry Holdsworth Rawson, K.C.B., as Governor of New South Wales, and of the Naval and Marine Officers who were selected to serve on his staff as Secretary and Aide de Camp respectively, being allowed to count in full for all Naval purposes.

And whereas the similar appointment of Admiral Sir Frederick George Denham Bedford, G.C.B., to be Governor of Western Australia, and of a Naval Officer and Marine Officer as his Secretary and Aide de Camp respectively, has also necessitated the removal of these Officers to the Half Pay Lists of Your Majesty's Naval and Marine Forces.

And whereas we are of opinion that the exceptional circumstances of the appointment of a Naval Officer as Governor of a British self-governing Colony justify a modification of the general regulations, which do not admit of time on half pay counting as full service for Naval purposes.

We therefore humbly beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction such half pay time counting in full for all Naval purposes in the case of Admiral Sir Frederick George Denham Bedford, G.C.B., as Governor of Western Australia, and of any Naval or Marine Officers selected to serve with him, while holding that appointment, as his Secretary and Aide de Camp, and also in the case of any future appointments upon the staff of Vice-Admiral Sir Harry Holdsworth Rawson, K.C.B., in replacement of the Officers named in Your Majesty's Order in Council of eleventh August 1902 before recited.

We further humbly beg leave to recommend that in any future appointment of a Naval Officer as Governor of a self-governing Colony, and of Naval or Marine Officers on his Staff, during such appointment, as Secretary and Aide de Camp, thereby necessitating their removal to the Half Pay Lists, the half pay time so served by them may similarly be allowed to count in full for all Naval purposes.

The Lords Commissioners of Your Majesty's Treasury have concurred in these proposals.
