R.N.R. Officers - Award of pay and allowances during intervals between appointments

Whereas in the Regulations respecting Officers of the Royal Naval Reserve permission is given for these Officers to be appointed for voluntary service in Your Majesty's Fleet :
And whereas the interval between the date on which one appointment of an individual Officer for such service ceases and that when another appointment of the kind for him commences is in many cases so short that during the period concerned the Officer is unable to obtain other employment :
We therefore beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to empower us, as from the 1st July 1900, in regard to these intervals, to award to the Officers pay and allowances as though they were actually serving and to enter them on the books of one of Your Majesty's Ships accordingly, provided that in no case shall pay be granted under these conditions for more than forty-two days.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
