Staff for Physical Training Duties in H.M. Fleet — Revision and extension of appointments to

Whereas by Your Majesty's Order in Council bearing date the twenty-fourth March 1902, we were empowered to revise and extend the system of instruction in Physical Training as followed in Your Majesty's Fleet :
And whereas we are of opinion that it is desirable to provide for the further development of this system of instruction in physical training :
We therefore humbly beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the substitution, as from 1st April 1903, of the following provisions for those contained in the Order in. Council of the above-mentioned date : —
- The appointment of a Commander as Superintendent of Gymnasia, and of Lieutenants of the Royal Navy or Royal Marines as Inspectors of Gymnasia. The Superintendent and each Inspector of Gymnasia to receive an allowance of 2s, 6d. a day in addition to the full pay of their rank.
- The division of the non-substantive rating of Gymnastic Instructor into three classes, and the grant of an allowance for each class upon the following scale in addition to the 2d. a day for which each Gymnastic Instructor may be eligible as " Qualified in Gunnery " : —

- The extension of the rating of Petty Officer, 1st Class to men who may be rated Gymnastic Instructor after qualifying, and to present Gymnastic Instructors on requalifying if they should be retained in their Gymnastic Instructor rating.
- Any man who receives the rating of Gymnastic Instructor not to be allowed to hold at the same time any Gunnery or Torpedo rating higher than " Qualified in Gunnery."
- The establishment of Staff Appointments, to be filled by selection from Gymnastic Instructors, and to carry with them the following titles and rates of pay, in addition to the allowance of 2d. a day for men who may be " Qualified in Gunnery," viz.

We further humbly beg leave to recommend that we may be authorised to appoint Lieutenants of the Royal Navy or Lieutenants of the Royal Marines as Inspectors of Gymnasia, and also Gymnastic Instructors as Senior Staff Instructor or Staff Instructors of Gymnasia, in such numbers as we may determine, with the concurrence of the Lords Commissioners of Your Majesty's Treasury.
The Lords Commissioners of Your Majesty's Treasury have signified the concurrence in these proposals.
