Domestics — Amended conditions of service


Admiralty Order in Council No. 19

Whereas by an Order in Council of Her late Majesty bearing date the 29th January 1900, certain improvements were introduced in the pay and position of Domestics in Your Majesty's Fleet :

And whereas we are of opinion that certain amendments are necessary in the conditions of service of these ratings as therein laid down :

We therefore beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals : —

  1. That in lieu of Sections 2 and 3 of the Order in Council of 29th January 1900, the following regulations be approved, to take effect as from the 1st April 1902 :—
    1. That Domestics invalided from abroad shall be borne on ships' books and paid for a period, not exceeding thirty days while in Hospital, unless found unfit for further service before the expiration of that period, provided that their pay while under treatment shall be subject to the usual Hospital stoppages upon the scale laid down for Continuous Service men.
    2. That Domestics invalided from abroad or discharged from Your Majesty's Ships, whether in commission or on paying off, shall, unless discharged for misconduct or incompetence, or at their own request, be eligible for the same amount of full pay leave as Continuous Service ratings.
    3. That at the expiration of their full pay leave, or upon their discharge as cured from Hospital, after invaliding from abroad, if no leave be due to them. Domestics shall, if recommended by their Commanding Officer, be borne on the books of a Depot for a period not exceeding three months.
    4. That while Domestics are borne on the books of a Depot Ship for disposal. Officers except Flag Officers and Officers in command of Your Majesty's Ships or Naval Establishments, shall be required to take their servants from among the number of Domestics so borne.
  2. That the preceding rules (a) (b) and (c) shall not apply to Domestics entered for temporary service only.
  3. That the Clothing Gratuity at the rate of £2 a year, authorised by the Regulations for the government of Your Majesty's Naval Service to be paid in respect of Marine Servants, shall also be payable, at our discretion, in respect of Domestic ratings employed in Naval Establishments at Home as personal servants to Officers or as Mess Waiters.
  4. That Domestic ratings employed in the instruction of newly-entered Domestics in Naval Establishments at Home shall, at our discretion, be granted an instruction allowance of 6d. a day.
  5. That we may be empowered to enter Native Domestics, whether British subjects or not, at such rates of pay as may be thought fit in each case, provided that in any case the rates already payable to Domestics of British nationality (including Maltese), as laid down in Your Majesty's Regulations for the Navy, be not exceeded, and that we may make it a condition of entry that a candidate shall have no claim to pension.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
