Boy Artificer, Mechanician, and Yeoman of Stores — Introduction of ratings of, Pay, &c.

Whereas we have had under our consideration the question of the entry and training of Engine Room Artificers of Your Majesty's Fleet :
And whereas we are of opinion that a proportion of the Engine Room Artificers required should be entered as Boys and trained in the Reserves at the Naval Ports :
And whereas we are further of opinion that it is necessary to establish certain ratings and allowances capable of being granted to the Stokers of Your Majesty's Fleet :
We therefore humbly beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals : —
- The establishment of the rating of Boy Artificer to be borne on Ship's Books with pay as follows : —

On completion of four years' training in the Reserves, and having passed the required technical examination, to be rated Engine Room Artificer, 5th class, with the rank of Petty Officer, 2nd class, and pay of 3s. a day.
Time served as Engine Room Artificer, 5th class, to count for advancement.
On reaching the age of 21, and having completed five years' training, including a year's practical training in sea going ships, to be eligible for the rating of Acting Engine Room Artificer, 4th class, with the pay and advantages of that rating, and subject to the same regulations.
Boy Artificers to receive, on entry, a Clothing Gratuity of £9 (subject to such conditions as to payment as we may direct), in addition to the usual Bedding Gratuity of One Pound when necessary, and to receive a further Clothing Gratuity of Three Pounds ten shillings on being rated Acting Engine Room Artificer, 4th class.
- The establishment of the rating of " Mechanician " with the rank of Chief Petty Officer, with pay as follows : —

To be eligible for Badge Pay and for Stoker Mechanic Pay.
To be eligible for extra pay for Engineering Work at rate of 2s. 6d. a day, and for extension pay.
- The introduction of the non-substantive rating of Yeoman of Stores to be held in such ships as the Admiralty may direct by a Stoker rating, with an allowance of fourpence a day in addition to the pay and allowances of his rating.
- The grant of an allowance of 6d. a day to the Stoker ratings selected to perform the duty of Engineer's Writer, in such ships as the Admiralty may direct, in addition to their pay and allowances.
- The foregoing proposals to take effect as regards Boy Artificers from 1st January last, and as regards the other ratings from 1st April next.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals,
