Rates of Full, Half, and Retired Pay and Pensions to Widows, &c.
Whereas we have had under our consideration the question of promotion to the rank of lieutenant, or the corresponding relative rank, of Chief Gunners and Gunners, Chief Boatswains and Boatswains, Chief Signal Boatswains and Signal Boatswains, Chief Artificer Engineers (concerning whom a separate Memorial has been this day submitted to Your Majesty) and Artificer Engineers, Chief Carpenters and Carpenters :
And whereas such promotion is, by Article 261 of the Regulations for the government of Your Majesty's Naval Service, limited to Officers distinguished for acts of gallantry or daring and is, moreover, subject to the conditions that it is to be restricted to Officers who are under 45 years of age :
And whereas we are of opinion that it is desirable in the interests of Your Majesty's Naval Service to extend the promotion to the Officers above-mentioned, as the reward for long and zealous service :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to approve of the following proposals, to take effect from the 1st April 1903 :—
Chief Gunners and Gunners, Chief Boatswains and Boatswains, Chief Signal Boatswains and Signal Boatswains to have the title of Lieutenant on promotion, and to rank with Lieutenants of the Royal Navy according to date of seniority ;
Chief Artificer Engineers and Artificer Engineers to have the title of Engineer Lieutenant on promotion ;
Chief Carpenters and Carpenters to have the title of Carpenter Lieutenant on promotion ;
Engineer Lieutenants and Carpenter Lieutenants to rank with Lieutenants of the Royal Navy according to date of their seniority;
Rates of Full Pay, Half Pay and Retired Pay to be as shown in the subjoined Tables A., B., and C. ;
Pensions for Hurts and Wounds, Widows' Pensions, Compassionate Allowances to Children, to be at the same rate and under the same conditions as those granted in the case of Lieutenants of the Royal Navy ;
An allowance of Fifty Pounds towards the cost of outfit to be payable to every Officer on promotion ;
Officers to be included among those exempt from Messing contribution ;
The list of Officers to be so promoted to be fixed at 100, of which number not more than 60 are to be borne during the year ending the 31st March 1904 ;
The total number of Gunners, Boatswains, Signal Boatswains, Artificer Engineers, and Carpenters at present allowed to be reduced respectively by the numbers promoted under these Regulations.

Command Money at the rate of two shillings and sixpence to three shillings and ninepence a day to be payable to Lieutenants when placed in command of any vessel.
All other allowances payable before promotion to be continued after promotion, under the same conditions.
B.
Half Pay.
Officers when unemployed, except for the reasons stated below, to be borne for Full Pay on the books of their Depot.
The Admiralty to have power, in cases of misconduct or prolonged sickness, to place Officers on temporary Half Pay, such pay not to exceed the half of the Full Pay to which they are entitled.
Time on Half Pay to count for all purposes in the same way as the Half Pay time of other Lieutenants of the Royal Navy.
C.
Retirement.
Officers to be retired at the age of 55. Voluntary retirement may, however, be allowed from the age of 50 at the discretion of the Admiralty.
Officers to be retired at any time if found physically unfit for further service, or in case of such misconduct or neglect of duty as, in the opinion of the Admiralty, renders the Officer unfit for further service.
Officers retired for misconduct or neglect of duty to be subject to the power vested in the Admiralty to award, in such cases, lower rates of retired pay than those earned by Service.

The foregoing provisions not to apply to officers promoted for acts of gallantry or daring under the Order in Council of Her late Majesty bearing date the seventeenth December 1888.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
