Clothing and Bedding Gratuity to Seamen entered direct for Continuous Service and to those entered for Non-Continuous Service

Whereas by the fourth section of an Act passed in the third year of Your Majesty's reign, Chapter 6, entitled "The Naval Forces Act, 1903," it is enacted that the Admiralty shall have power to enter men for Non-Continuous Service in Your Majesty's Fleet for a limited period, followed by service in the Royal Fleet Reserve to complete 12 years from the date of entry.
And whereas we deem it expedient that Non-Continuous Service Seamen entered under the above conditions should be granted an allowance sufficient to cover the cost of their outfits and their bedding.
And whereas we are also of opinion that a similar allowance should be granted to men who enter direct for Continuous Service as Ordinary, Able or Leading Seamen in lieu of the allowance of Three pounds ten shillings which men so entered, receive under existing regulations, towards the cost of clothing and bedding.
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the grant of a Gratuity of Ten Pounds to all Seamen entered direct for Continuous Service, and to those entered for Non-Continuous Service followed by service in the Royal Fleet Reserve, the conditions of payment to be at our discretion.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
