Chaplains and Chaplains and Naval Instructors — Introduction of a new system of short service and amendment of Order in Council of the 5th February 1872

Order in Council, 5th February 1872, amended.

Whereas we have had under our consideration the existing Regulations for the entry, service, and retirement of Chaplains in Your Majesty's Navy :

And whereas we are of opinion that it is desirable to introduce a system of short service for Chaplains which will secure, without loss of efficiency, a greater range of selection with a younger age of entry :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the introduction of a scheme by which Chaplains, and Chaplains also holding the rank of Naval Instructor, who enter under the age of 28, may at our discretion be allowed to withdraw from the Navy at the expiration of 4, 6, 8, 10, 12, or 16 years' service, with gratuities calculated upon the following scale, viz. : —

After 4 years full pay service 500
After 6 years full pay service 600
After 8 years full pay service 800
After 10 years full pay service 1,000
After 12 years full pay service 1,200
After 16 years full pay service 1,600

We further beg leave to recommend —

  1. That we may be authorised to extend this scheme at our discretion to Chaplains, and to Chaplains also holding the rank of Naval Instructor, now on the list, irrespective of their age on entry.
  2. That Regulation No. 2 in Order in Council of Her late Majesty bearing date the 5th February 1872 be cancelled, and that we may be authorised to substitute the following provision, viz. : —

Chaplains who have less than 4 years' full pay service and accept a living will be considered as desiring to resign Your Majesty's Service and will not be entitled to any retiring allowance or to either Half or Retired Pay.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
