Whereas we have had under our consideration the scale of Mess Utensils at present supplied for the use of Ships' Companies in accordance with Appendix XXIV. of the Regulations for the Government of Your Majesty's Naval Service.
And whereas we are of opinion that it is desirable that this scale should be revised so as to bring it more into accord with the requirements of the men.
And whereas it is also desirable that Chief Petty Officers who are at present allowed the same Mess Utensils as Seamen, should, in view of the position which they occupy on board Ship, receive a superior class of Mess Utensils to those issued to the remainder of the Ship's Company.
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the improvement of the present scale of Mess Utensils for Seamen by the addition of Knives, Forks, Basins, and Plates, and the issue of a superior scale of Mess Utensils to Chief Petty Officers.
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
