Medical, Accountant, and Engineer Officers — Accelerated promotion. Pay, relative rank and Widows' Pensions, &c.

Whereas we are of opinion that it is desirable to accelerate the promotion of Officers of the Medical, Accountant, and Engineer Branches of Your Majesty's Navy so that the relative rank of Commander may be reached at an age more nearly approximating to that of an Executive Officer when promoted to the rank of Commander :

And whereas we have had under consideration the comparatively advanced age of an Assistant Paymaster on attaining the relative rank of Lieutenant :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the proposals set forth in the accompanying Schedule, the financial portions of which have received the concurrence of the Lords Commissioners of Your Majesty's Treasury.

Schedule.

  1. Promotion.
    1. Medical Officers : —
    2. Staff Surgeons to be promoted to Fleet Surgeon on attaining 8 years' seniority as Staff Surgeon. Surgeons to be promoted to Staff Surgeon on attaining 8 years* seniority, instead of 12 as heretofore.

      Officers holding the rank of Staff Surgeon at the date of Your Majesty's Order in Council to be promoted to Fleet Surgeon after 4 years' seniority as Staff Surgeon, counting from the date of advancement to that rank.

    3. Accountant Officers : —
    4. Staff Paymasters to be promoted to Fleet Paymaster on attaining 4 years' seniority as Staff Paymaster, instead of 12 as Paymaster and Staff Paymaster as heretofore.

      Paymasters to be promoted to Staff Paymaster on attaining 4 years' seniority as Paymaster, instead of 6 as heretofore.

    5. Engineer Officers : —
    6. Engineer Lieutenants on the Senior List (i.e., with 8 years' seniority, &c.) to be promoted to Engineer Commander after 4 years on the Senior. List, instead of 8.

      This provision to be temporary and to be applicable only to Officers entered before 1st April 1900.

    7. The above provisions for early advancement to be applied in every case at the discretion of the Admiralty, and to be subject to such conditions respecting qualifying examination, &c., as the Admiralty may deem to be requisite. The introduction of the changes to be accompanied by such revision of seniorities as may be found necessary.
  2. Relative Rank.
    1. Officers promoted to Staff and Fleet Surgeon, to Staff and Fleet Paymaster, and to Engineer Commander, under Section I. hereof, to hold the relative rank at present assigned to such ranks.
    2. Staff Paymasters to rank with Lieutenants of 8 years’ seniority according to their seniority as Paymasters.
    3. Paymasters to rank with Lieutenants of 8 years' seniority instead of "with but after" as heretofore.
    4. Assistant Paymasters of 4 years' seniority, instead of 6 as heretofore, to rank with Lieutenants under 8 years' seniority.
  3. Pay.
    1. The existing scales of full, half, and retired pay and of gratuities on retirement and withdrawal applicable to the Officers mentioned in Section I. hereof, to be retained, and changes to be made in the descriptive portions thereof, corresponding to the alterations in the description of rank at the various stages of seniority herein specified.
    2. Assistant Paymasters on attaining 4 years' seniority to receive an increase of full pay of Is. a day.
  4. Widows' Pensions, &c.

The acceleration of promotion set forth in the above provisions to carry with it the advantages of the higher rates of widows' pensions and children's compassionate allowances.
