Whereas by an Order in Council of Her late Majesty, bearing date the 29 January 1900, youths entered for training as Domestics in Your Majesty's Navy are referred to as "Domestics Third Class under eighteen years of age :

And whereas it is considered desirable that in future such youths should be designated "Boy Domestics" :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by your Order in Council to sanction such change in title.
