Increased allowances to Gunnery and Torpedo Officers, &c.

Whereas Your Majesty by Your Orders in Council of the 13 May 1901 and 11 August 1902 was graciously pleased to sanction various changes in the classification and pay of Non-Substantive Gunnery and Torpedo Ratings held by Petty Officers and Seamen of Your Majesty's Navy and by Non-Commissioned Officers and Men of the Royal Marines.

And whereas we are of opinion that it is desirable, in order to promote greater efficiency in the performance of the Gunnery and Torpedo duties of Your Majesty's Fleet, further to revise the classification and allowances of such Non-Substantive Gunnery and Torpedo Ratings.

And whereas we are also of opinion that the nature and extent of the duties which, under the new scheme of training in Gunnery and Torpedo, will in future devolve upon Officers who have qualified in those special branches, render it desirable that the allowances attached to the performance of such duties should be increased.

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals : —

  1. That Officers who in future qualify in Gunnery and Torpedo should receive the following allowances when actually borne for the performance of their special duties, viz. : —
  2. Lieutenants who obtain the highest certificates both at the Gunnery or Torpedo Schools and at the Royal Naval College, Greenwich 4s. 0d. a day.
    Lieutenants who pass the complete courses at the Gunnery or Torpedo Schools 3s. 0d. a day.
    Lieutenants who pass the first course at the Gunnery or Torpedo Schools 2s. 0d. a day.
    Other Lieutenants performing Gunnery duties in Ships where a Gunnery Lieutenant is allowed but not borne, as hitherto 1s. 0d. a day.
  3. That the designation and allowances of Non-Substantive Gunnery and Torpedo Ratings shall from the date of the introduction of the scheme be as follows : —
  4. Gunnery.

    Petty Officers and Seamen of the Royal Navy.

    (a)

    Trained Man 1d. a day,
    Seaman Gunner 4d. a day,

    (b)

    Sight Setter 6d. a day,
    Gun Layer 10d. a day,
    Turret Sight Setter 10d. a day,
    Turret Gun Layer 1s. 0d. a day,

    (c)

    Gunnery Instructor in addition to any one of the allowances specified under (b) 8d. a day.

    (d)

    The allowance of 1s, a day payable, under Order in Council of Her late Majesty, bearing date the 28 November 1899, to Captains of Turret who re-engage after completing time for Pension to be payable to them under their new designation of Turret Gun Layer.

    Non-Commissioned Officers and Men of The Royal Marines.

    Royal Marine Artillery.

    Second Captain of Gun or Sight Setter 2d. a day (as hitherto).
    Captain of Gun or Gun Layer 6d. a day
    Gunnery Instructor, when actually employed as such, in addition to either of the above allowances

    6d. a day

    Royal Marine Light Infantry.

    Trained Man 1d. a day (as hitherto).
    Qualified Man in Gunnery 2d. a day
    Second Captain of Gun or Sight Setter (a) 3d. a day
    Captain of Gun or Gun Layer (a) 7d. a day
    Gunnery Instructor, when actually employed as such, in addition to either of the allowances specified at (a) 6d. a day

    Torpedo.

      s. d.  
    Seaman Torpedo Man 0 4 a day.
    Leading Torpedo Man 0 10 Do
    Torpedo Coxswain 1 0 Do
    Torpedo Instructor 1 8 Do
  5. That the Petty Officers and men holding the Non-Substantive Ratings specified in Section II. shall receive the pay for such ratings continuously whether in performance of the duties or not, so long as they remain efficient.
  6. That Non-Commissioned Officers and men of the Royal Marines holding the Gunnery Ratings specified in Section II. shall receive continuous payment of the allowances so long as they remain efficient and available for sea service whether in performance of the duties or not (except in the case of Gunnery Instructors) ; but payments shall cease in the event of their obtaining permanent appointments on shore.
  7. That the men holding the existing rating of "Qualified in Gunnery" shall continue to hold such rating under the present conditions until it shall be relinquished in the ordinary course, and that those Petty Officers and men who may be waiting at home to qualify for this rating, or who are undergoing afloat the preliminary training for it, shall on duly qualifying receive the rating and the pay thereof.

We further beg leave humbly to recommend that the provisions of the following Orders in Council, so far as they are affected by these proposals, may be repealed, viz. : —

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
