Creation of rank of Commander, R.N.R. Pay, &c.

Whereas under existing regulations there is no active rank in Your Majesty's Royal Naval Reserve above that of Lieutenant to which Executive Officers of the Reserve can be advanced :
And whereas we consider it desirable to establish a higher rank to which Lieutenants of the Naval Reserve may be promoted :
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise the introduction of the new rank of Commander, Royal Naval Reserve, under the following regulations : �
Pay and Allowances.
When employed in the Fleet.
Commanders, Royal Naval Reserve, to receive the same rate of pay, allowances, and shares in prize-money as officers of corresponding rank in the Royal Navy :
Equipment allowance � �50, as in the case of a retired Commander, Royal Navy.
When not employed in the Fleet.
Commanders, Royal Naval Reserve, to receive the same Annual Training Fee as Lieutenants, Royal Naval Reserve, viz. �25 a year.
If under training in the Fleet.
Commanders to receive the same rate of pay and allowances as if called out by Royal Proclamation.
Retirement.
The age for compulsory retirement to be fixed at 55 years in the case of Commanders, Royal Naval Reserve, promoted from Lieutenant, who held commissions as such on 8th February 1896, and at 50 years in the case of officers granted commissions as Lieutenant with seniority subsequent to that date.
Number.
The maximum number of Commanders, Royal Naval Reserve, to be fixed at 50, but promotions to the new rank to be included in the authorised total number of officers of the Royal Naval Reserve (Executive Branch).
The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
