Naval Schoolmasters — Revised conditions of service. Creation of rank of Chief Schoolmaster

Whereas we have had under consideration the difficulty experienced in obtaining candidates for the position of Schoolmaster in Your Majesty's Naval Service :

And whereas we consider it necessary, in order to secure the services of efficient candidates, that the position and prospects of the Naval Schoolmaster class should be materially improved :

We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise the introduction of the following changes in the conditions of service of Naval Schoolmasters, to take effect from the first April 1904 : —

  1. To establish the Commissioned Rank of Chief Schoolmaster, under the following regulations : —
  2. Full Pay at the rate of eleven shillings a day.

    Relative Rank with Chief Carpenter, according to the date of commission,

    Retirement. — To be compulsorily retired at the age of fifty-five. Voluntary retirement to be allowed from the age of fifty at the discretion of the Admiralty. Officers to be retired at any time if found physically unfit for further service or in cases of such misconduct or neglect of duty as in the opinion of the Admiralty renders the Officers unfit for further service. Officers retired for misconduct or neglect of duty to be subject to the power vested in the Admiralty to award, in such cases, lower rates of pension than those earned by service.

    Pensions, — On the same scale as that laid down for Head Schoolmasters, but with an additional sixpence a day for each year's service as Chief Schoolmaster, up to a maximum pension of one hundred and twenty pounds a year.

    Widows' Pensions and Compassionate Allowances to Children, — On the following scale : —

    Pension to Widow in ordinary circumstances, or if the Officer is Drowned or Killed on Duty. Pension to Widow if the Officer is Killed in Action. Compassionate Allowance to Children in ordinary circumstances, or if the Officer is Drowned or Killed on Duty. Compassionate Allowance to Children if the Officer is Killed in Action.

    Number, — The maximum number of Chief Schoolmasters to be fixed at three; a corresponding reduction being made in the number of Naval Schoolmasters : -

  3. To increase the number of Head Schoolmasters by ten, a corresponding reduction being made in the number of Naval Schoolmasters.
  4. To grant an instructional allowance of one shilling a day to the Chief or Head Schoolmaster of each Gunnery, Torpedo, or Navigation School.
  5. Head Schoolmasters — Widows' Pensions and Compassionate Allowances to Children.
    1. To reduce the period of service in Warrant Rank necessary for the grant of a Widow's Pension from five years to one year.
    2. To establish the following revised scale of Widows’ Pensions and Compassionate Allowances to Children : —
    Pension to Widow in ordinary circumstances, or if the Officer is Drowned or Killed on Duty. Pension to Widow if the Officer is Killed in Action. Compassionate Allowance to Children in ordinary circumstances, or if the Officer is Drowned or Killed on Duty. Compassionate Allowance to Children if the Officer is Killed in Action.
