Whereas by an Order in Council of Her late Majesty bearing date the 16 May 1893, the issue of Honorary Commissions in the Royal Naval Reserve was restricted to the Accountant Branch of the Reserve.
And whereas we are of opinion that in the interests of the Royal Naval Reserve the power of granting Honorary Commissions in other Branches of the Reserve should be revived.
We beg leave humbly to recommend that Your Majesty may be graciously pleased by Your Order in Council to authorise us to grant Honorary Commissions in the Royal Naval Reserve as Commander, Lieutenant, or Chief Engineer to such gentlemen as, in our opinion, have rendered such exceptional service in promoting the interests of the Reserve as to merit recognition by the award of an Honorary Commission.
